CODA: Pioneering a paradigm shift in Australia's decommissioning industry
The Centre of Decommissioning Australia (CODA) is spearheading a transformation in Australia's decommissioning industry through its innovative strategies and transformative partnerships.
Under the leadership of CEO and Managing Director Francis Norman, CODA has emerged as a dynamic force, committed to reshaping the landscape of decommissioning operations and transcending the limitations of traditional practices.
Established as an independent not-for-profit entity in 2021, CODA has quickly positioned itself as a leader in the industry, garnering recognition and a nomination for the prestigious Energy Industry Game Changer Award in Innovation. This nomination not only underscores CODA's outstanding achievements but also highlights the potential for a paradigm shift in decommissioning.
CODA's success lies in its ability to foster collaboration among diverse stakeholders. By bringing together operators, service sectors, regulators, government entities, and research organisations, CODA has created a powerful platform for knowledge exchange and innovation. Through open dialogue and breaking down long-standing barriers to cooperation, CODA has established itself as a hub of collaborative excellence.
A notable accomplishment for CODA was the publication of the groundbreaking 2021 offshore oil and gas decommissioning liability report. This comprehensive study served as a wake-up call to the industry, emphasising the urgent need for accelerated preparation to effectively manage the impending surge in decommissioning work. Building on this milestone, CODA has produced three additional studies, including a technology and innovation roadmap, a global best practice report, and a domestic disposal and recycling pathways report. Looking forward, CODA will be soon completing the eagerly anticipated WA Western Australia Dismantling Hub Study as well as commencing a Skills Gap analysis report. These initiatives pave the way for efficient, safe, and environmentally conscious decommissioning operations.
CODA's influential status within the industry continues to grow as it becomes a sought-after partner for insights and connections in Australia's decommissioning future. Strong relationships with State and Federal governments, as well as regulators, have enabled CODA to overcome traditional barriers and foster effective cooperation and collaboration through non-competitive, open, and trusted dialogue. By spearheading innovative practices and driving positive change, CODA remains at the forefront of the industry's transformation.
Embracing a global perspective, CODA embarked on a fact-finding visit to dismantling yards in Europe, exploring international best practices and gathering valuable insights. This visit opened doors for CODA’s study into locations for similar facilities in Western Australia, creating local work opportunities, enabling circular economy opportunities and contributing to the burgeoning offshore wind industry. CODA's unique relationships and forward-thinking approach is helping expedite the evaluation process, propelling the establishment of crucial domestic facilities that will play a pivotal role in Australia's future decommissioning landscape.
CODA's growth and influence have been truly remarkable, as depicted by its evolution from the initial delivery of the liability report to its current planned work and reach. The organisation's commitment to diversity and inclusivity is evident through its Industry Advisory Committee, comprising six industry leaders representing operators, the service sector, and independent entities. This committee has played a vital role in testing CODA's strategies and providing invaluable sector connections, further solidifying CODA's position as a trailblazer in the industry.
